====== The Free City of Dolom and the Incorporated Guilds ====== Dolom remains a thriving hub of mercantile activity. On one of the ports, a ship pulls in to dock. Ropes are thrown to tie it to the pier, and a number of workers descend, carrying the barrels of Kholeian wine away. Some of the workers are new: denizens resettled from the Guilds, now permanent residents of the city. Through the market, many voices can be heard. Smells and colours from across Thyslann are peddled, packaged, and sold. Fine silk from the Imperial City. Furs from Surimutum. Merchants even from the Plateau have stalls set up. To a visitor, the sheer range of goods on offer is often overwhelming, and it is easy to spend days getting lost in the various plazas. The residents are well-practiced at navigating their way through, slipping between the crowds to get to their place of work. The incorporation of the Allied Guilds was not an overnight process. Indeed, it was one that began before the War, with quiet agreements made between the Delegation and several Guildmasters. With extensive resettlement of the Guilds out of the Labyrinth, the process accelerated, the displaced population becoming citizens of the Free City. Several years after the War ended, with a number of Delegates themselves having originated in the Guilds, the incorporation was made official. As an extension of the defensive and commercial pacts made, implementations around trade and trade regulation were adjusted, centralising decision-making, while also extending the benefits of the peace treaty to the Guilds. The distinct subculture of the Guilds remains somewhat, but as time passes and new generations attain citizenship, the collective people have gradually been forgetting that there was ever any other way that things were run. And so, the City stands. In a world of powers far larger and more ambitious than it was, it was able to survive. Not by forgoing the domineering ways of the empires, but by embracing them.
