The room in the palace that had been turned into the council chambers had never been used in such a way before.  Sure the Emperor had long been advised by a series of head ministers, but they were always called in when necessary.  The new Tribe Tribute Council, would let every tribe have the chance to express their thoughts on the governance of the Land of Endless Sky.  At least on a small selection of issues.  The Emperor of course would still have final say, but those with the charisma, knowledge, and persuasive skills now had a much more direct way to influence politic.

Emperor Tai-An Zhulin walked into the room.  

“Hello and welcome to the first meeting of the Tribe Tribute council,” the Emperor said to the tributes.

They all glanced around the room nervous and excited about what the future might be.

“Our first order of business is to deal with the practitioners of Xin Za-Rin.  Some of the tribe leaders have expressed discontent at Zhi-Zhu Lin stealing their tribe members away.  There is concerns this is a grab for power over the other tribes.  Is the Zhi-Zhu Tribe Tribute here to explain their tribe's side of the situation?" Emperor Tai-An continued.

Once again the tributes began to glance around the room searching for the member from the Zhi-Zhu Tribe, but no one speaks up.

After a moment, "Alright then.  It is my understanding that Zhi-Zhu Lin earned the trust of my sister once upon a time.  I will see if they are able to go visit Zhi-Zhu Lin and assess the situation.  Still, there are concerns about this new group encroaching on the land of others.  I wish to hear your thoughts on what lands should be allocated to the Zhi-Zhu Tribe and the Xin Za-Rin practitioners.  This is an unprecedented situation which I know impacts many of your tribes.  Shall we begin." 

And at that, the tributes begin to speak.  Quietly at first, but eventually the room fills with the boisterous sound of debate as the tributes for the first time ever get the formal chance to share their thoughts on what should happen in the Land of Endless Sky.
